**ALL DRIVERS MUST WEAR HELMETS BEGINNING IN THE 2016 SEASON.**

General Rules
1. Pulling contest is open to 2 wheel drive, rear wheel drive, rubber tired tractors only. No recapped tires, no dual wheels, no chains, studs, paddle, or ATV tires. No 4 wheel drives.
2. No turbo chargers (Except 2300 Modified Class ), no superchargers, also no nitrous oxide allowed. Electric fuel pumps maybe used but no pressurized fuel tanks.
3. Flag Man Has Final Say On All Pulls, Including Any Pulls Attempt Considered unsafe.
4. All tractors must have seat, fenders, hood, grill or nosepiece, guards on belts, pulleys, and starters unless they did not have them from the factory. (Modified Tractors Check Modified Rules Section)
5. All tractors must be in good mechanical working order. Must have working brakes and steering.
6. Mowing Decks and other attachments must be removed.
7. Foot pedals are allowed in all classes.
8. Electric fuel pumps are allowed in all classes.
9. Exhaust- if not using stock exhaust then all pipes must discharge upward.
10. All methanol only classes the methanol must pass water test.
11. Wheelie Bars:
A. Must be used on all tractors.
B. The device must consist of 2 separate sections: each equipped with either a skid plate or wheels.
C. Skid plates are to be at least 3 square inches at the ground contact point.
D. Wheels shall be at least 1″ wide and 4″ in diameter or roller devices must be OK by safety officers.
E. Skid plates or wheels should be no less than 5″ behind the rearmost part of the rear   tires to center of wheelie wheel axle and not more than 5″ above the ground.
F. Wheelie bars shall be rigid enough to support the weight of the tractor.
G. Wheelie bars are not allowed to be mounted to the hitch. They should be mounted to the frame of tractor.
12. Hitches:
A. All tractors shall have a drawbar that is stationary in all directions when pulling, with hitching device not more than 3/4 ” thickness, or less than 1/4″ thickness, and must have at least a 1-1/2″ hitch hole.
B. Hitch must be parallel to the ground
C. .Nothing can interfere with the hitch or sled chain; must be readily accessible.
D. Wheelie bars are not allowed to be mounted to the hitch.
13. Weights:
A. Front weights cannot exceed 84″ from the center of the rear axle to the furthest point forward. Except for the super stock, pro-v twins, modified. These class are allowed 96″.
B. Weights cannot interfere with hooking to the sled.
14. All open rpm tractors (Except Modified):
A. Must have steel flywheel.
B. Must have clutches shielded. 1/8 in. steel or 3/16 in. aluminum.
C. Must have scatter shields. 1/8 in. steel or 3/16 in. aluminum.
D. A dead man throttle is required. The throttle must return to idle when released.
E. Kill switch is required.
F. All Shielding will be checked by tech and if not right you will be shown what to fix.
15. Kill Switches:

A. Switch must be located as not to interfere with hooking to the sled.
B. Kill switch is required on all open rpm tractors.
C. All kids class tractors which child can not work clutch on their own must have kill switch with a lead cable held by parent or a remote kill switch held by parent.
16. Safety & Clothing:
A. All drivers must wear helmets.
B. Helmets are required in all classes.
C. All pullers must wear closed toe shoes.
D. We recommended all pullers wear long pants.
17. All tractors will be allowed one pull per class and they will be a 40′ false start line with the option of restarting one time only, the second attempt will count.
18. If front tires of the tractor touch the white chalk line or crosses it in the air, it will be disqualified for that pull only.  If any weights fall off the tractor, it will be disqualified for that pull only.
19. A driver’s meeting will be held 30 minutes prior to the scheduled even start time.  All drivers must attend driver’s meeting and will be determined at the meeting the weight before and after, drop first pull and how many times to hook.  Only the 1st driver in the 1st round of each class may drop the 1st pull.  If you go out of bounds on the first pull, you CANNOT drop that pull.  The DQ will stand.  Safety first.
20. A scale will be provided on site by the association. All pullers will weigh in before or after the pull in each weight class. (It will be determined in drivers meeting). Track official may re-weigh any puller before or after a pull, upon request.
21. All drivers must use low gear while crossing the scales.
22. All weight classes are the total weight of tractor, weights, and driver. You are allowed 5lbs. over.
23. Event procedures:
A. No entries will be accepted after class starts, if you are not at the line when your turn to pull you will loose your turn non refundable.
B. Scratching from a class before it starts shall constitute a refund of the entry fee.
C. Scratching from a class after it has started shall not constitute a refund.
D. Pulling position will be determined by random sign up or drawing at the time of the contest entry.
24. Tractor operations:
A. All tractors must be operated in a safe manner at all times.
B. Tractors are limited to one rider at all times, this includes tow tractors.
C. From the time the chain is hooked and the tractor is stopped by the flagman, no one, except track officials maybe on the track between the marked lines during this time or the tractor will be disqualified. Except in kids class the parent may be present.
D. Driver will remain in seat for the duration of the pull attempt.
E. During the pull, driver will have at least 1 hand on the steering wheel.
F. All pulls will start with a tight chain NO JERKING.
G. Shifting of gears while pulling is permitted as long as the sled does not stop its forward motion. No jerking allowed.
H. Flagman will stop any pull attempt considered unsafe.
25. Causes for Disqualification:
A. Decisions of event officials are final. Arguing with event officials can and will result in event disqualification.
B. Any competitor or member of his/her crew found to be under the influence of an intoxication agent, drug,or having a measurable blood alcohol content during contest activities shall be barred from any further involvement of participation in the event.
C. Unsportsmanlike conduct will result in disqualification.
D. Using edge of the fender as a grasp point to obtain leaning leverage will result in disqualification. Sturdy handles may be installed for this purpose.
E. Any contestant attempting to leave under the red flag will be disqualified.
F. Deliberate attempt to cause slack in the chain while under the green flag, is reason for disqualification.
26. All rule interpretations shall be made by the ranking committee member at each pull. Upon a lodged protest, the rule will be interpreted by at least 3 committee members. Their decision will be final. Anyone with a violation of a major rule will be disqualified. If they have completed a pull, their money will not be refunded.
27. Maximum time between pullers will be minutes. Obvious mechanical breakdowns will be moved to the last position in the class. If they are still not ready to compete, they will be disqualified for that class.
28. Protest:
A. The top 3 finishing tractors in any class are subject to random checks from tech.
B. $50 to protest: valves, cam, ports, carb, stroke or bore.
C. in order to protest you must call exact engine part or item.
D. If found guilty, must pay fines to club and forfeit points for that class. If not found guilty, the owner gets to keep the fines.
E. If the tractor is not legal the driver must fix tractor before returning.
F. no cost for visual protest, Rpm check, or reweight, visual protest must be made before pull, tech man and two members has final call.
G. Any protest that is not a visual protest will not take place until the protested tractor has pulled it’s last pull of the day.
29.  Absolutely no obscene paint, decal, or adornments of any kind.  Violators will be asked to cover or remove the obscenity.  If you do not comply, you will be asked to load your tractor on your trailer and not be allowed to pull.
30.  Electronic ignitions (crank trigger ignitions) are allowed in stock classes.  No msd boxes except for modifieds.

If any changes are made to any class it must be voted on. The only people allowed to vote are the pullers which pulled in the class when the vote is held.
Kids Class Rules
1. For ages 12 and under.
2. Factory stock, commercially available garden tractor frame with stock running motor. Does not have to be motor that came in tractor. Frame can be modified only to accept motor.
3. No high performance alterations to engine. Stock, OEM available, unaltered replacement parts only!! For the following: valve train components, piston, valves, stock deck height, crankshaft, cylinder head, and ignition system: stock OEM system, either points or electric replacement for that engine unaltered. Exclusion are: clutches, belts, and pulleys.
4. Carburetor must be stock, unpolished and unaltered.
5. 18hp cams or stock lift (0.330 cams) stens, and rotary parts are allowed
6. Connecting rod can be altered for bearing only.
7. Chevy points are allowed,  electronic ignitions or trigger fire is allowed (No MSD or Accel).
8. Stock fly wheel or steel fly wheel.  Max 20 lbs.
9. No welded rear ends. No locked rear ends unless you can prove they are OEM from factory.
10. Maximum bore size .030 overbore from standard specs.
11. Governor control must be working. 4000 rpm max no exceptions. Rpm’s will be checked.
12. No intake standoffs or velocity stacks.
13. 13 inch max hitch height.
14. Must maintain stock wheelbase. Lite weight front axles are allowed as long as in stock location.
15. Pump gas only. (Racing fuel and Aviation fuel are allowed.)
16. Max engine size is 14hp single cylinder.
17. 23×10.5×12 turf tires only no cut tires.

Bone Stock Rules
1. Factory stock, commercially available garden tractor frame with stock running motor. Does not have to be motor that came in tractor. Frame can be modified only to accept motor.
2. No high performance alterations to engine. Stock, OEM available, unaltered replacement parts only!! For the following: valve train components, piston, valves, stock deck height, crankshaft, cylinder head, Can run chevy points,electronic trigger fire ingnition.No msd or accel. Exclusion are: clutches, belts, and pulleys.
3. Carburetor must be stock, unpolished and unaltered.
4. 18hp cams or stock lift (0.330 cams) stens, and rotary parts are allowed
5. Connecting rod can be altered for bearing only.
6. Chevy points are allowed,  electronic ignitions or trigger fire. (No MSD or Accel).
7. Stock or steel flywheels are allowed.  Max 20 lbs.
8. No welded rear-end. No locked rear-end unless you can prove they are OEM from factory.
9. Maximum bore size .030 overbore from standard specs.
10. Governor control must be working. 4000 rpm max no exceptions. Rpm’s will be checked.
11. No intake standoffs or velocity stacks.

16. There are two different tire classes. A. 23×10.5×12 turf tire no cut tires. B. 23×10.5×12 bar tire no cut tires.

Semi Stock Rules
1. Factory stock, commercially available garden tractor frame with stock running motor. Does not have to be motor that came in tractor. Frame can be modified only to accept motor.
2. No high performance alterations to engine. Stock, OEM available, unaltered replacement parts only!! For the following: valve train components, piston, valves, stock deck height, crankshaft, cylinder head, and ignition system: stock OEM system, either points or electric replacement for that engine unaltered. Exclusion are: clutches, belts, and pulleys.
3. Carburetor must be stock, unpolished and unaltered.
4. 18hp cams or stock lift (0.330 cams) stens, and rotary parts are allowed
5. Connecting rod can be altered for bearing only.
6. Chevy points are allowed,  electronic ignitions or trigger fire (NO MSD or Accel).
7. Steel flywheels are allowed.
8. No welded rear ends. No locked rear ends unless you can prove they are OEM from factory.
9. Maximum bore size .030 overbore from standard specs.
10. Governor control must be working. 4000 rpm max no exceptions. Rpm’s will be checked.
11. No intake standoffs or velocity stacks.
12. 13 inch max hitch height.

Limited V-Twin Rules
1. Factory stock, commercially available garden tractor frame with stock running motor. Does not have to be motor that came in tractor. Frame can be modified only to accept motor.
2. No high performance alterations to engine. Stock, OEM available, unaltered replacement parts only!! For the following: valve train components, pistons, valves, stock deck height, crankshaft, cylinder heads. Exclusion are: clutches, belts, and pulleys.
3. Carburetor must be stock, unpolished and unaltered.
4. Must run stock lift camshaft.
5. Connecting rods can be altered for bearing only.
6. Chevy points are allowed,  electronic ignitions or trigger fire (No MSD or Accel).
7. Steel flywheels are allowed.
8. No welded rear ends. No locked rear ends unless you can prove they are OEM from factory.
9. Maximum bore size .030 overbore from standard specs.
10. Governor control must be working. 4000 rpm max no exceptions. Rpm’s will be checked.
11. No intake standoffs or velocity stacks.
12. 13 inch max hitch height.
13. Must maintain stock wheelbase. Lite weight front axles are allowed as long as in stock location.
14. Pump gas only. (Racing fuel and Aviation fuel are allowed.)
15. Max engine size is 25hp twin cylinder.
16. 26x12x12 max tire size bar cut or uncut. (No pro pulling tires)

Open Stock Rules

1. Must be a factory available garden tractor frame. Frame maybe modified to accept engine.
2. Max engine size is a 14hp single cylinder engine.
3. No cylinder head, piston – rods, valves and cam rules.
4. Must be stock stroke.
5. Billet heads are allowed.
6. Must be a stock appearing carburetor. Max of 1.20in.
7. Velocity stacks are allowed, but No standoffs between carb and block.
8. Porting and polishing is allowed.
9. Max bore is 3.560.
10. Chevy points and trigger fire are allowed, but no electronic ignition amplifier boxes such as MSD or Accel.
11. Open Rpm’s
12. No welded rear-ends. No locked rear-ends unless you can prove they are OEM from factory.
13. Max Hitch height is 13 inches.
14. Max wheelbase of 52 inches. 
15. Any fuel.
16. 23×10.5×12 turf tire no cut tires

Super Stock (30 Cubic Inch) Rules
1. Must be a factory available garden tractor frame. Frame maybe modified to accept engine.
2. Max engine size is 30 cubic inches.
3. No cylinder head, piston – rods, valves and cam rules.
4. Must be stock stroke.
5. Billet heads are allowed.
6. Must be a stock appearing carburetor. Max of 1.20in.
7. velocity stacks are allowed, but No standoffs between carb and block.
8. Porting and polishing is allowed.
9. No ignition rule.
10. Open Rpm’s
11. No welded rear ends. No locked rear ends unless you can prove they are OEM from factory.
12. Max Hitch height is 13 inches.
13. 52″ wheelbase.
14. No fuel rule.
15. 26x12x12 pro pulling tires.

Stock Appearing Class Rules
1. Must be a factory available garden tractor frame. Frame may be modified to accept engine.
2. Max engine size is a 14hp single cylinder engine.
3. Stock valves, Stock Stroke Crankshaft, Stock length rod and pistons must be used. (Can be aftermarket.)
4. Stock cylinder head or Recast HEAD must be used, but may be altered.
5. Stock carb must be used, but maybe altered.
6. Bolt on velocity stacks are allowed, but no intake stand offs.
7. Porting and polishing is allowed.
8. Chevy points & trigger fire are allowed, but no electronic ignitions (such as MSD or Accel).
9. No cam rule.
10. Open Rpm’s.
11. No welded rear ends. No locked rear ends unless you can prove they are OEM factory.
12. Maximum bore size .030 over bore from standard specs.
13. 13 inch max hitch height.
14. 52″ wheelbase.
15. Pump gas or E85 only. No alcohol.
16. 26x12x12 max tire size. bar or turf, cut tires are allowed, and pro pulling tires are allowed.

Stock Altered Rules
1. Single cylinder four cycle flathead engines only.
2. Engines must be Kohler, Wisconsin, Tecumseh or Briggs.
3. Engine blocks must have an OEM stock appearance.
4. Engines must be factory productions or their OEM replacement with factory deck height.
5. Stock Head bolt pattern =>stock head gasket must fit over studs or bolts.
6. Stock Head bolt location and head bolt size.
7. Maximum crankshaft stroke 3.250.
8. Maximum engine bore 3.780 for aftermarket blocks, and 3.830 for stock Kohler blocks.
9. 36.5000 cubic inch limit.
10. Maximum engine valve size 1.380.
11. Maximum engine valve lift .330.
12. Maximum carburetor venturi size 1.00”, no air entering after 1.00” restriction, venturi must be round in shape.
13. Carburetor must be mounted to the engine with no more than 1” spacer.
14. No reverse port engines allowed, carburetor must go to the original intake port.
15. Carburetor must be a stock appearing Kohler-type.
16. Billet heads permitted.
17. Porting and polishing allowed.
18. No external welding or external modifications allowed.
19. All thread through finned area is acceptable.
20. Welding permitted in crankcase area of the block for repair only.
21. Methanol only.
22. Must run a factory appearing hood and grill.
23. Tractors must have garden tractor rear-ends.
24. Tractors must use stock garden tractor frames.
25. Frames must maintain factory length.
26. Wheelbase: 52 inches maximum.
27. Max tire size26x12x12 pro pulling tires.
28. Max hitch height 13 inches.
29. Top placing tractors will be checked for, but not limited to: Fuel, Bore, Stroke, Carb Size, Valve Lift & Valve Size and deck height. Cubic Inch: 36.500 Cu. In. No Tolerance. Formula for CU. IN. is Measured bore x measured bore x measured stroke x .785 = Cu. In. All bores measured 90 degrees from thrust side. Stroke: 3.250” maximum 0.010” measuring tolerance, must not exceed Cu. In. Limit. Bore: 3.780” maximum 0.010” measuring tolerance, must not exceed Cu. In. Limit. Carb: 1.000” venturi size maximum 0.001” measuring tolerance. Valve Lift: .330” maximum 0.003” measuring tolerance Valve Size: 1.380” maximum 0.001” measuring tolerance Head Bolt Pattern: Stock Gasket must fit over head studs or bolts.

RULE CLARIFICATION:
We are asked many times what can and cannot be done to the outside of the engine in the port area. Below we have defined what we will allow and disallow. Any intake port will be checked including one’s that have been braced or repaired, they will be checked for stock carb mounting stud locations, center to center distance, height, and port location. Excessive and unnecessary build-up on the outside of the intake port will result in disqualification. Build-up is port epoxy, weld or bracing or any other means of distorting the port’s factory dimensions.

NOTE:
Pullers, if you have the factory fan shrouding in place and during tear down the tech person needs to inspect your engine’s intake port, you will be required to remove the shrouding, even if it requires removing the engine from the chassis. So please have your intake port fully visible for the tear down procedure.

Modified 600 – 1200 cc Rules

1. Limited to maximum of 4 cylinder, 4 cycle, motorcycle engines with 1,200 cc maximum, .030 bore allowed over.
2. Maximum tire size 26 x 12 x 12.
3. Maximum hitch height is 13 inches.
4. Motorcycling engine shielding: Any rotating mass (drive shafts, universal joints, chains, clutches) attached to crankshaft must be covered sides, top and exposed end with a minimum 1/8 ” (.125) steel or 1/4 ” (.250) aluminum. Shield must be securely attached to engine block or chassis covering a minimum of clutch and alternator areas to the bottom of cylinders.
5. If tractor has full body on it that will count as your shielding as long as it passes tech inspection.
6. Maximum length: 96 inches. Length measures from center of rear axle to front foremost structure.
7. Maximum width is 54 inches.
8. Driveshaft: Must have round metal loops shielding shaft at least two 360 degree loops on each section, not to exceed 36″ lengths without extra loops, minimum 1/4″(.250) aluminum or 3/16 ” wide, not more than 2 1/2″ from the end of the shaft or either between the u-joints.
9. U-joints: All u-joints to shielded 360 degrees with 1/4 (.250) aluminum or 3/16″ (.187) steel. Minimum length not to be less than 1/2″ greater than u-joint assembly.
10. Roller chains and drive belts: Are to be shielded top, front and rear with minimum 1/16″ (.060) steel. Shield to be wider than chain or belt.
11. Pump gas only (Racing fuel and Aviation fuel is allowed).

Modified 2300 cc Rules

1. 4 Cylinder Gas or Diesel 1201-2300cc max.
2. Single turbo allowed.
3. Pump gas or diesel only. (Racing fuel and Aviation are allowed).
4. Max tire size 31×15.50×15
5. Max hitch height is 13 inches.
6. Motorcycling engine shielding: Any rotating mass (drive shafts, universal joints, chains, clutches) attached to crankshaft must be covered sides, top and exposed end with a minimum 1/8 ” (.125) steel or 1/4 ” (.250) aluminum. Shield must be securely attached to engine block or chassis covering a minimum of clutch and alternator areas to the bottom of cylinders.

11. U-joints: All u-joints to shielded 360 degrees with 1/4 (.250) aluminum or 3/16″ (.187) steel. Minimum length not to be less than 1/2″ greater than u-joint assembly.
12. Roller chains and drive belts: Are to be shielded top, front and rear with minimum 1/16″ (.060) steel. Shield to be wider than chain or belt.

Pro/Super/Twin (PST) Rules

  1. NQS Pro Stock at 1050# with 13″ hitch, 39 C.I. V-Twin at 1050# with 13″ hitch and NQS Super Stock with open carburetor (no fuel injection) at 1025# with a 12.5″ hitch.
  2. Pullers can pull their single cylinder tractors at each event either as Pro Stock or Pro Stock with open carburetor at any time. As an example qualify with small carb and pull finals with big carb.
  3. 48 cubic inch stock block K-series Kohler engines will be allowed to run with the same weight/hitch as the Pro Stock. 48c.i. engines will have the same rules as the 50.5 Pro stocks, with the following exceptions.Stock Block K-Series Kohler Engine, open carburetion (no fuel injection), no external welding allowed on the blocks (all-thread okay), if engine is sleeved, sleeve can not be externally visible. Must have head/block restraint.
  4. These rules can be changed in order to promote fairness of the type’s tractors at anytime during the season.

16HP Stock Pro Tire

1. 16hp max. single cylinder.
2.  4000 max rpm.  Will be checked.
3.   Bone Stock class engine rules apply.
4.  26x12x12 max tire size.
5. Pro, turf, bar, cut or uncut tire.  NO atv tire.
6.  Can move front axle but must stay within 52″ wheel base.
7.  No racing fuel allowed.
8.  No methanol allowed.
9. Common pump gas or aviation fuel only.
10.  No weight on PTO end of crankshaft.
11.  13″ hitch height.
12.  Stock weight flywheel.
13.  All safety rules apply.                                                                                                                        14. Chevy points,electronic trigger fire ignition allowed,No msd or accel.

Mini Rod

1. Age Limit:  16 years old (with parental consent) or older.
2. No portion of any tractor may exceed 8 feet forward from center of rear axle to the front most point.
3. All tractors must have wide front ends with two wheels.  Front wheels must track within the rear wheels.
4. All Mini Rod tractors must have roll bars.  Bars must consist of two bars over the driver and two down the back behind the driver.  All bars must be secured to the tractor frame.  SFI specifications are highly recommended.  Minimum thickness of bars is .095 or 13 gauge mild steel.  Bars must be checked and passed thru the tech before allowed to pull.
5. All exhaust pipes must project upwards.
6. All tractors must have rear or pinion brakes that must be operated by foot brakes and must be able to stop the tractor.
7. All tractors must have safety kill switches.  Kill switches must be mounted above the rear weight and 6 inches parallel to the drawbar.  Neutral and Reverse are a requirement.
8. All tractors will be required to have wheelie or skid pads.  Bars must able to support the entire weight of the tractor.  Pads should be 3 inches square, a minimum of 6 inches back from the rear tires, and maximum of 6 inches off of the ground.
9. Engines will be required to have side plates that go along the length of the block and up to the head.  1/8 inch aluminum or 1/16 inch steel is minimum requirement.
10. Engines will be required to have the damper pulley shielded with 1/8 inch aluminum or 1/16 inch steel with a strap across the front that is not less than 1/8 inch thick and 1 inch wide.  If using a blow-proof balancer, there is no need for the strap around but one must still be used in the front.
11. Engines running a manual transmission will be required to have a blow-proof bell housing.
12. Anyone running an automatic transmission will be required to use a safety blanket or an SFI approved shield.
13. All open chain and/or drive shafts must be shielded 180 degrees surrounding the top side.  This must be at least 1/8 inch thickness.
14. Any fans must be shielded with metal shields, 1/16 inch thick across the top and down both sides.  If fan is in horizontal position, it must be covered so there is no chance of getting a hand in the fan.  No water pump driven fans.
15. Hand throttle or foot feed is required.  If the hand throttle is used, it must push forward and when released, must return to idle on it’s own.
16. Tractors must have seat with backs of substantial material, at least 6 inches high.  Safety harness is definite requirement.  Minimum of 1/3 of tires must be covered and the seating area must be enclosed to protect the driver.  Minimum 4 point harness is required.
17. Tractor weights must not interfere with hook-up to mechanical sled.  Weights must be securely fastened.
18. All engines must be naturally aspirated.  This means absolutely no blowers or turbo.  No nitrous oxide allowed.
19. Engine size limited to V-8.  6.0 liter.  Final ruling by officials.  Carb must be 4150 Flange.
20. All mini rod tractors that do not have required safety approved equipment WILL NOT hook up to the mechanical sled.  All tractors will be safety approved by tech before allowed to hook up to the mechanical sled.
21. Rear tire width:  Maximum 72″.  Tire size:  31×15.50×15.
22. Total weight, driver and puller:  2000lbs.
23. Any other issues will be determined by the Carolina Garden Tractor Pullers official.
